The champion of inclusive business: the Nebnooma rice mill Nebnooma Rice Mill is a young enterprise that has specialized since 2017 in processing paddy rice collected from small-scale producers in western Burkina Faso. The finished products (white rice 'whole grain' and 'broken') are distributed through several channels such as neighborhood stores, semi-wholesalers, wholesalers and public institutions. The company does not intend to limit itself only to the processing of white rice, it wishes through the partnership, to develop its business idea which consists in offering to its customers new and more nutritious products based on rice while including in its supply and distribution network more producers (12,000), women and young people through a transparent contractualization. Nebnooma has been supported by 2SCALE since 2020 to develop its inclusive business idea. About 2SCALE 2SCALE is an incubator and gas pedal program that facilitates a portfolio of public-private partnerships (PPPs) with inclusive agribusinesses in Africa (www.2scale.org). It is implemented by a consortium comprising: International Fertilizer Development Center (IFDC), Base-of-the-Pyramid Innovation Center (BoPInc) and the Netherlands Development Organization (SNV) for a duration of 5 years (2019 - 2023). The goal of the program is to contribute to food and nutrition security, sustainable economic growth

Context

2SCALE is an incubator and gas pedal program that facilitates a portfolio of public-private partnerships (PPPs) with inclusive agribusinesses in Africa The goal of 2SCALE is to contribute to food and nutrition security, sustainable and inclusive economic growth, and stability in Africa through public-private partnerships, which incubate and accelerate inclusive business models in the agricultural sector Specifically, 2SCALE supports partnerships in agribusiness value chains: Improving food and nutrition security, by supplying local and regional markets

  • Improve the conditions for inclusion of small farmers and other very small, small and medium enterprises (VSEs/SMEs) in value chains
  • Attracting and employing young people
  • Include and empower women

Methodology / Approach

2SCALE supports inclusive business champions (FOs and SMEs marketing or processing agricultural products). 2SCALE supports the development of Agricultural Business Clusters and their integration into competitive and inclusive value chains, targeting African food markets, especially BoP. The intervention directories are:

  • Marketing and distribution BoP
  • Entrepreneurial skills and private sector development
  • Formation of agricultural business clusters
  • Inclusive green innovations,
  • Economic empowerment of women
  • Youth Inclusion
  • Financial inclusion

Achievements / Results

The champion's business idea is in line with the inclusion of youth, women, VSEs/SMEs, and the development of green innovations both in the rice plots (lowlands and rice plains) and off-farm. The champion hopes for a fruitful collaboration with 2SCALE to implement the following major actions: AGRODEV is an implementing partner for the action plan activities. Through AGRODEV, the following results have been achieved

  • Strengthening the technical and organizational capacities of producers so that they produce efficiently and regularly supply (in quality and quantity) the Nebnooma rice mill and the women's rice parboiling cooperatives. The results are listed as follows:
    • Technical and organizational support to identify rice producers' cooperatives in the two regions (Cascades and Hauts-Bassins).
    • Facilitate their training on eco-efficient production practices to improve yields from 2.5 t/ha to 4 t/ha and paddy quality.
    • Facilitate producers' access to inputs (fertilizers and seeds of improved varieties) and agricultural materials.
    • Identify and implement practices with farmers that contribute to the resilience of their rice farms to the effects of climate change.
    • Accompany the leaders of producer cooperatives and their members in the management of their enterprises and in good governance.

 

  • Facilitate access to funding for partnership actors. The champion hoped that through the development of a financing mechanism and multi-stakeholder contractualization between the champion, the financing institutions, the producers and the farmers, Nebnooma expected 2SCALE through AGRODEV:
    • Researching information on the financial products offered by financing institutions and the conditions of access;
    • Support for the development of the mechanism ;
    • Support for the development of multi-party contracts;
    • Training, consulting and coaching in financial education;
    • The development of monitoring mechanisms for the use of credits set up by financing institutions;
    • The development of partnership monitoring mechanisms.
  • Facilitate the marketing of Nebnooma products and rice parboilers. In order to easily market the products of Nebnooma and its privileged partners, the rice parboilers of Douna and Dandé, the partnership plans to develop communication and promotion activities for its products so that they are distributed in the 13 administrative regions of Burkina Faso and are accessible to the poorest populations. To this end, AGRODEV has accompanied Nebnooma to :
  • Support for a market study of new products.
  • Support/coaching for the development and implementation of a marketing and distribution strategy.
  • Technical and technological support in the process of developing new products (capacity building in order to properly design new products (fortified flour and brown rice).

Support in sensitizing downstream partners in the value chain and consumers to change their behavior in order to adopt local rice
